In a nut shell - make sure that configuration file for SSL-secured connection is valid and cipher list is consistent (/usr/local/psa/admin/conf/cipher.lst)
Please use Plesk Reconfigurator->Repair Plesk installation.
This will help to check binaries of Parallels Panel.
It is also advised to check permissions using the utility.
Also it may point to corruption of database 'psa', so if the above recommendations do not help, please submit...
Also check /var/log/sw-cp-serve/error_log for webserver/PHP errors. This may give you some clue.
Another point is that database psa is corrupted, in this case you may need to create a support ticket in our queue, as this requires some debug efforts.
1) Actually there is no supported way to turn on both webmail solutions on domain.
However as a workaround, which will require additional tuning you may create a subdomain and install second webmail as usual web application there, but you will need to configure it manually to get it...
