The PHP PECL extension SSH2 should work perfectly fine with the OpenSSL version provided by Debian. The error message you're seeing has something to do with incompatible key exchange methods.

This essentially means that the IPv6 address of your domain is not pointing to the IPv6 address of your Plesk server.
The IPv6 address in your error message belongs to Cloudflare, which indicates that you are using Cloudflare (at least) for IPv6.

OK, I did some more tests and found that the problem only occurs when the created html file is larger than 1023 bytes!
Here are my updated steps to reproduce:
Install OS (CentOS 7 or Debian 11), minimum installation

Which version of MariaDB did you install?
You may have old init-scripts (SysV) for mysql that cause a conflict, try this:
systemctl stop mysql
systemctl stop mariadb
chkconfig --del mysql
systemctl disable mysql
systemctl disable mariadb
systemctl enable mariadb.service
systemctl start...
OK, your data is corrupt and MariaDB is unable to start, relevant part in the log file:

I see no indication that those websites are running on a server with Plesk, they appear to be running on servers with a different control panel.
So Plesk most likely has no relation to those websites.
Note: Both websites are running with Wordpress so the hack was very likely made through...
Do you see any errors when running "perl -wc /path/to/your/script.pl"?
Did you check that the permissions of the script are 0755 ("chmod 0755 /path/to/your/script.pl")?
Any errors in /var/log/apache2/suexec_log ?
Check your mail log (/var/log/maillog), you should see more information there. You may have an issue with your TLS configuration.
Have you tried plesk repair mail?
