Please,

How do I change the default page when a new account is set up for FTP and a site has not been uploaded. Currently it shows a Plesk page with a link to SiteBuilder.

go in to the domains directory where you installed plesk where your domains are beeing created. On my server for example it is:

D:\Domains\.skel\0\httpdocs\Index.html file you can edit this index.html file and all sites created will have the new edited default page. For your info the default domainname tag in the html code should be: @domain_name@
