Error creating MySQL Database

When i try to create a MySQL database from Plesk 7.5 for windows, i get the following error:

Unable to create database: Create new database failed: Run-Time error: Failed to connect to database: Can't connect to MySQL server on 'localhost' (10061)

Can anyone help me please.
 
In most cases there is connection from Plesk to MySQL server doesn't established. So you should go to Plesk CP -> Server -> Databases and set proper connections settings.
 
i checked in services, MySQL service in not running. When i start it, it cannot start and gives the error message.

I want to ask that if i do a fresh installation of MySql, does it effect the data of plesk???
 
There is no need to reinstall mysql. You need just take a look into MySQL error log located at
%plesk_dir%databases\mysql\data
and called <hostname>.err

and find out what exact thing does not let MySQL to get started.
