ftp question

    is there a way to make it so that only certain ip's can access the ftp?

    Use your firewall and restrict port 21 and 22

    22? That's SSH, not FTP.

    See Modules > Firewall > Edit Firewall Configuration > FTP Server.

    Yes, only the admin user can edit the firewall configuration. You need to have the firewall module installed: Server > Updater > Plesk 8.6.0 > Plesk Firewall module.
