can i instal php to comunicate with mysql

I instal Plesk,, when i run my https://ip:8443

is show this>

Fatal error: Call to undefined function: mb_internal_encoding() in C:\Program Files\SWsoft\Plesk\admin\plib\messages.php on line 6

I fix the problem..

Aslo I wnet to the installation process when I login in my htt;//iport

I use the defualt user name and password,, I see my static IP addres, I made a new possword administrator but when i click next its show that I need to put FULL Hostname,, I put my full host name and it won't work..

what could be...

Also on that section it show you allready tha full host name wich full host name that it wont..

I just upgraded from 7.0 to 7.5.6 and am too getting this error... Any help?
