How do I rollback/downgrade from 8.3 to 8.2.1?

Is there a procedure to downgrade from version 8.3 back to version 8.2.1?
 
there are no such procedure and manual downgrade is not easy.. if you have full plesk backup, it is better to install fresh 8.2.1 and restore the backup

Can you tell me how to "completely" uninstall 8.3 and do a fresh install of 8.2.1?
 
Assuming you have RHEL4 (you should change distro and arch to your own needs)
