Problem with site and Image Gallery after moving to new server (exist Image Gallery)

I recently moved to new server and from this point I keep encounter an issue related to SiteBuilder Gallery.
I moved from SiteBuilder Version 4.1 windows to SiteBuilder Version 4.1 windows
from SiteBuilder within VPS to SiteBuilder within Dedicated Server

The Path of sitebuilder and vhosts on the old server is:

C:\SWSoft\SiteBuilder
C:\Inetpub\vhosts

The Path of sitebuilder on the new server is:

D:\Sitebuilder\
D:\Inetpub\vhosts

How the migration was made ?
1) Plesk Backup util
2) SiteBuilder Backup feature within SiteBuilder web interface
3) Plesk Restore util
4) SiteBuilder Restore Util within command line (not web interface)

The issue is:

When I try to edit the Image Gallery through SiteBuilder (Edit site in wizard) then I get the following error msg:

The site is unavailable: access denied. Please contact your administrator.

I checked the log file

D:\Sitebuilder\_logs\Application.log

and I get the following error msg:

2009-12-26 01:02:38,296 [1] ERROR SWsoft.SiteBuilder.Modules.WebControls.Util.StorageExceptionHander - Site service declined to accept command. Reason: invalid command signature.

What I already done for trying resolving the issue ?

1) generate new SiteBuilder Certificate

by running the following command line:
cmd.exe
cd D:\Sitebuilder\Utils
makecert.exe -sr LocalMachine -ss My -a sha1 -n CN=SiteBuilder -sky exchange –pe
winhttpcertcfg.exe -g -c LOCAL_MACHINE\My -s SiteBuilder -a "NETWORK SERVICE"

2) generate new SiteBuilder PublicKey.XML file

by running the following command line:
cmd.exe
cd D:\Sitebuilder\Utils
certexchange -x -pxml -n Sitebuilder -file D:\tempkey\PublicKey.xml

3) copy new PublicKey.XML file to D:\Sitebuilder\Repository\Common

by running the following command line:
cmd.exe
COPY /Y D:\tempkey\PublicKey.xml D:\Sitebuilder\Repository\Common\

4) copy new PublicKey.XML file to D:\Sitebuilder\Sites\537d68de-5f08-42c2-89d4-abb85e106656

by running the following command line:
cmd.exe
COPY /Y D:\tempkey\PublicKey.xml D:\Sitebuilder\Sites\537d68de-5f08-42c2-89d4-abb85e106656\

4) Restart IIS
5) Restart Plesk Control Panel
6) Restart SiteBuilder for windows hosting service
7) Restart SiteBuilder for windows updater service
8) monitor with Process Monitor
9) checked that only 1 SiteBuilder Certificate is installed on the server

But I still continue getting the error msg:

The site is unavailable: access denied. Please contact your administrator.

p.s

There is no problem in the old server regarding the problematic Image Gallery which makes problem in the new server.

Please Advice how to resolve this issue ?

I was able to fix my error above by using WSE certificate tool to assign proper permission to the sitebuilder certificate for the ASP.NET user account.
