there is a bug in Plesk 10.4.4

PROBLEM DESCRIPTION
Resellers are able to select any php handler type (Apache Module, CGI, FastCGI) when creating new service plans although "php_handler_type = fastcgi" is set in site_isolation_settings.ini (PSA was restarted). If the reseller is then adding a new customer and choosing the service plan while creating the customer, a new subscription is created. This new subscription cannot be synchronized with the service plan because of the different (disallowed) php handler type (for example "Apache Module").

STEPS TO REPRODUCE
Set "php_handler_type = fastcgi" in site_isolation_settings.ini create a reseller in Plesk and log in as reseller. Then create a service plan and try to choose another php handler type as FastCGI.

ACTUAL RESULT
Any php handler type is selectable by a reseller.

EXPECTED RESULT
Only the handler type "FastCGI" should be available because "php_handler_type = fastcgi" is set in site_isolation_settings.ini
