Horde: how to allow HTML emails

Is Horde set to not show HTML because it is a security risk? Can anyone advise on that. My clients would like HTML email.

Secondly, the instructions here https://kb.plesk.com/en/119478 say to edit two files. However, when I went to edit the first file, I say a note "IMPORTANT: do not edit this file: Local overrides MUST be placed in the mime_drivers.local.php or mime_drivers.d

Those files are not in that folder so it's not clear if I have to create them.

"inline" is alread set to true.

Seems like the instructions could use updating.
