Resolved Horde keeps moving some email to spam folder via dmarc

Horde keeps moving messages it thinks is spam to the spam folder. We can't stop it no. Any ideas?

So the person fills out a contact webform on our server and the from address is @outsidedomain.com
and DMARC fails for the domain as they have a strict rule (p=quarantine; pct=100) and the email is actually coming from localhost. The message header says dmarc=fail. (Other email addresses don't have this issue.)
So Horde seems to see that and moves the message to the spam folder no matter what we do. I've whitelisted the email address, and the spam filter rule is disabled. And the Spam Reporting settings say to do nothing. Spamassasin is off for this email address. If we delete the spam folder it is just created again.

We are running Horde Version 5.2.21 CentOS Linux 7.8.2003 (Core) Plesk Obsidian Version 18.0.26

Any ideas?
 
Here it has nothing to do with Horde, as horde is just the client to access it, but yes the configuration of the mail server.
