installed new templates but wou´nt show up

Downloaded and installed the 5 templates packs for sitebuilder.

i can se 496 templates under server>template.

but when i click trouh the wizard i can only see the default 10-15 or so templates.

why arent the templates showing up?
 
Check plans. Add all these templates into plans for your users.
