My company was assured this was possible over the phone. Yet no one has been able to figure out how its done. I have personally went through a bunch of the documentation and found no hints of it even being possible.

Any suggestions?

You should have .msi pack after template is ready. This package should be installed on the server with Sitebuilder.

From documentation (http://download1.parallels.com/SiteBuilder/4.2.0/doc/templates/en_US/html/):

Prior to starting template installation process, make sure that the following conditions are met:

* You have administrator rights on the computer where you are going to install a template pack
* You have the correct version of Sitebuilder installed on the computer.

To install a template (pack) under MS Windows:

Run the template (pack) .msi file
