I don't believe that ProFTPd is the problem. We have the same exact issue with the same symptoms but we are on a Windows machine running Plesk and using Microsoft FTP Server 6.0 rather than ProFTPd.

Also confirming that the exploiters are getting in via FTP. It appears this security whole is affecting both Linux and Windows admins using Plesk. It does not appear as the FTP server is the issue but rather Plesk itself.

I am getting the same issue. Is there a fix yet? Here is part of the log file where the migration gets stuck:
