I have not managed to reproduce the issue on my local testing environment.
The following details may be useful to understand the root cause:
1. OS name and version of Plesk server.
2. OS name and version of remote database server.
3. Plesk version.
4. WordPress Toolkit version.
5. PHP version...
The first screenshot is about DNS misconfiguration: domain name is not linked to a site. You have to check that the domain name points to the Plesk server at domain name registrar.
According to the provided error messages, it seems there is some incompatibility between WordPress Toolkit and "levelup-core" plugin. Do you know anything additional about the plugin: where to take it from, how was it installed to WordPress site, are there any customizations in WordPress site...

Which plugins (names, versions) cause WordPress site to get stuck in maintenance mode?
Do you need to do anything manually to get out of maintenance mode, or it happens automatically after update?
How much time it takes to update the plugins?

Actually it depends on Duplicator plugin implementation. I don't think these security restrictions should cause any issues, but who knows. The only way to know is to install the plugin and actually try backup/restore/move.
Are there any errors in Plesk logs? Could you also check response to HTTP request sent when you submit the form at "Network" tab of developer console in your browser?
Screenshots are generated with shots.plesk.com service. Unfortunately, IP address of the service is dynamic and there is no specific IP address to exclude in firewall settings.

Such configuration is not standard and is not supported by Plesk Migrator.

Now it could be configured only when using Plesk Migrator from CLI:
you could specify "plesk-port" option in target and source server sections in configuration file.
For example:

Plesk Migrator requires Plesk API on the source server to work.
