Can you explain what you do in step 24? and is it necessary to do?

Check All and Repair All doesn't work. At the moment even my current servers with ubuntu 18.04 and Plesk 18.0.46 #Update 1 having this situation currently. The last server with 18.0.45 #Update 2 hasn't the issue yet.. but that will be no for long :)

We recently installed two servers with Plesk; a server with 18.0.45 update 2 and later on when a newer version was released a server with 18.0.46 update 1. I noticed that the Interface Management page under Tools & Setting works in the older version 18.0.45 but doesn't work anymore in 18.0.46...
