    Hello IgorG, thanks for your answer. This was indeed the problem. In my.cnf it was bind-address = * and mariadb seems to have started on another port. As a sidenote (due to https://support.plesk.com/hc/en-us/articles/5180170766738) I couldn't actually set the bind address as you suggested, but...
