The APS Catalog has been deprecated and removed from all Plesk Obsidian versions. Applications already installed from the APS Catalog will continue working. However, Plesk will no longer provide support for APS applications.
Please be aware: with the Plesk Obsidian 18.0.78 release, the support for the ngx_pagespeed.so module will be deprecated and removed from the sw-nginx package.
I don't think is anything related to OS, CentOS here.
BTW if you need to install an extension, as a temporary workaround, just go to:
https://YOURDOMAIN.EXT:8443/modules/catalog/index.php/installed > Upload extension
And then upload the specific extension previously downloaded from Plesk Extensions

I tried it, problem persists (it's strange cause if I manually upload an extension it works)

Actually, I can't find an extension manager menu too but if I manually choose path "modules/catalog/index.php/catalog/featured", choose an extension to install, and then try installing itself

I Just migrated an old 8.6 server to a Onyx on Centos7 (without any issue).
