I'm not positive, but I think you may need to add an "include:yourisp.com" for your ISP if that's what you're using for SMTP.

Sounds like the Backup Manager wasn't actually installed when Plesk was installed. I would go into the Updates section and check if there is an option to install the Backup Manager.
Here is the error I get when I try to start the SMTP service from within Plesk...

I'm not sure about the IP addresses, but I would suggest upgrading your current server to 9.3 before migrating. Personally, I've always had the most success migrating from/to the same version of Plesk. In fact, it's usually flawless that way.
It appears to be set up properly at GoDaddy, but you should also need to add the ns records at Rackspace as well and that Wiki page is leading me to believe that might not be possible if that's where all of your DNS is controlled. It says at the bottom of the Wiki that you need to use...
Postfix definitely lowered my server load by quite a bit for the short time I used it, but there is still the "queue file write error" that prevents me from using it full time.
