The APS Catalog has been deprecated and removed from all Plesk Obsidian versions. Applications already installed from the APS Catalog will continue working. However, Plesk will no longer provide support for APS applications.

This actually isn't correct.
You need to add "nginxClientMaxBodySize" without a value to the panel.ini to make it work.

Without a value you now have the freedom to set ClientMaxBodySize for each domain in the Plesk panel.
