Pre-requisites: subscription with physical hosting, allow SSH access for system user, install Drupal from Plesk catalog.
Login under system user by SSH

First of all allow quta:
1. edit /etc/default/grub
2. update var GRUB_CMDLINE_LINUX, add "rootflags=uquota,pquota"
3. update grub using command "grub2-mkconfig -o /boot/grub2/grub.cfg"
4. reboot VM
5. verify that OS now supports quotas...

By the way do not use...
First of all backup /etc/sw content: cp -pr /etc/sw ~/
Then need to install correct permissions and owner:
find /etc/sw/keys -user psaadm | xargs chown root:swkey-data
chmod 4510 /etc/sw/keys/restart/*
chmod 0660 /etc/sw/keys/lock/*
