The APS Catalog has been deprecated and removed from all Plesk Obsidian versions. Applications already installed from the APS Catalog will continue working. However, Plesk will no longer provide support for APS applications.

The point is, that something is locked until apache restarts. And it isn't only the apache. The Plesk-Server (lighttpd?) is getting down too.

I found this entry ("plesk-root") on one of my server too.
And this is realy bad!
And your "Master-User" for MySQL is not "root". It's "admin". (Don't know why Plesk do that... :( )
