On Plesk for Linux mod_status is disabled on upgrades to improve Apache security. This is a one-time operation that occurs during an upgrade. You can manually enable mod_status later if needed.
I can confirm that changing line 65 in /etc/asl/config to REPUTATION_REPORT="no" fixes the annoying cron error 127 but this is not a solution of the main problem. I hope Plesk and/or Atomic will provide a fix soon to make the ASL report working again.

Made a rollback from KristianM's solution and hope parallels will provide a fix soon...
P.S.: KB129494 was review on Aug 12, 2016 - maybe a working fix now?
