    Hi, I ran into a similar problem (err_connection_refused after upgrade from 12 to Onyx). This article saved my day, sw-cp-servcer was the culprit : https://support.plesk.com/hc/en-us/articles/213374869-Plesk-is-not-accessible-after-upgrade-ssl-ciphers-directive-is-duplicate Hope this helps !
