I executed this, but my website redirects /wp-admin/setup-config.php here when i do this. So that it doesn't detect the file

How can i move wp-config.php to outside a document root (one level above) if i move it, will the system detect it automatically, without needing wp-load.php? Also there is an another problem, too. Even if i delete wp-config.php, it shows 403 error when i want to access it.

Hello, I have changed wp-config.php file location on wp-load.php in order to secure the wp-config.php file. But Wordpress Toolkit is not working anymore because of cannot find wp-config.php How can i solve this problem?
