If you are still using CentOS 7.9, it's time to convert to Alma 8 with the free centos2alma tool by Plesk or Plesk Migrator. Please let us know your experiences or concerns in this thread: CentOS2Alma discussion
I managed to work around this.
1. Run composer on the shell (using the default php version [here it's 7.0])
2. Open Plesk's WebUI - go to the composer page and hit the buttons "Update" and/or "Install".
3. Composer successfully prepared Drupal 9.3 and I was able to start the Installation wizard...
