Same for me.
NOTE: Interestingly, this doesn't happen on all domains on the server I have just migrated! For a few domains there is no such error and the page opens as usual!
PES or PES Pro disabled the mail managment. This is the solution:

I have purchases and installed PES Pro and now I have no Mailbox options in the domains Mail tab in Dynamic List view. The only option in this tab is "Email Check Config".
When I switch to Active List view and click Mail I get "Warning: Permission denied."
I am logged in as Admin.
