I've received a response from Microsoft, and predictably, they've stated it's a third-party issue. They suggest that Plesk's backup team should look into it.

I’ve contacted Microsoft and will share any findings once I hear back. As a side note, this same behaviour is occurring across all my separate Plesk accounts.

Yes, it does make the update tool somewhat unusable when it doesn't detect updates. I'd like to use this as it saves time, but I'm more inclined to update the plugins manually from within the CMS. Please fix this.
