Issue resolved. The problem was about the IDN domain in domain list which causes this bug. this is a migrator bug (python code bug), not operating system issue
I got this error while migrating :
Failed to generate migration list file
Cause: Violation of BIDI requirement 3
(Plesk Obsidian latest edition - Windows server)
