Add additional information to Plesk 12 login Page

I would like to add additional information to the Plesk 12 login page.

In this case Chinese ICP number ... http://accesstochina.com/information/htlm-code-for-icp-number/

The PHP3 script login_up look like it is compiled (which would make sense) and therefore can not be edited

Any ideas on how I add the additional information ?
