qmail allows to implement server-wide blocking of mails via domain name. For individual email address, users can access their webmail and specify in their blacklist/whitelist. and that affects the webmail only.

Is there a way to block a specific email address, server wide?

and how do I block it for individual users such that it affects their POP mail access too?
 
In the CP under server>mail there is a spot to add emails to a white and black list which is server wide.
 
but that's for domain level. possible to restrict individual email addresses?
