Failed to update Panel (automatic update)

Lately I have been getting "Failed to update Panel." messages.
This is from the automatic updater.
I am not sure how automatic updates was enabled or how to disable automatic updates.
How can I turn on or turn off automatic updates?

How can I turn on or turn off automatic updates?

Update and Upgrade Settings -> Automatically download and install updates for the currently installed version (Recommended)
 
Though, before disabling automatic updates (which are a good thing - they deliver bug and security fixes), I would recommend to follow the advice in the error message and check permissions on your /tmp folder.
