File Manager Problem OR BUG?

When a user has reach his/her storage limit and wanted to use File Manager afterwards, Here is the Plesk generated Error :

FileList::init() failed: ls_dir_wrapper() failed: Can't load the domain (PLANESCAPE) user (Brian)profile: (1019) System could not allocate the required space in a registry log.

Only after an administrator increases the limit or deletes some files from the user's host, he/she can use File Manager.

Is this a BUG ? or are we doing smtg wrong?
