How to get a split menu

Hi,

How to you get a split navigation in WPB, say for a small menu on top containing links to "Home, Sitemap, Contact" and for "Privacy statement, Terms of use" in a footer?

Yeah, I could use the site wide module for text and images and put those links in there. But styles, e.g. for selected or hovered menu items, are not applied. I appreciate your advice.

At this point there's only one way to do this: make all pages for top menu 1 lvl, and all pages for bottom menu 2 lvl. Place two navigation modules and set top module to show only 1 lvl pages and bottom module to show only 2 lvl pages.
