Installing/Compiling Language packs

Hi,
We are resellers located in Australia and were looking for assistance trying to get en_AU language pack so we can change the date and time formats. The guestbook for example has the date set in US format mm/dd/yyyy and we need it to be dd/mm/yyyy. Also the time seems to be set from the sitebuilder web site location.

We have followed the documentation supplied but are unsure once we get to the compiling and installation of the new .xml file
