mailing to multiple recipients.. how?

I tried to mail to a bunch of local users at once.. Well, it gave a "qq queue trouble at home directory" which I accept as being a mailbox being full.

1) If one mailbox is full, NONE of the recipients receive it.
2) No indication of which recipient is the trouble maker. , not even in maillog , it is not mentioned:

Is this broken by design?
How can I send this email to all those users?
