Issue New configuration files for the Apache web server were not created

Can u help me to resolve this problem, my message error is below:

I change IP of my Plesk Panel and migrate all domains to new IP and I get that error, what to do?

Sites are unavailable: nginx: [emerg] bind() to failed (99: Cannot assign requested address)
Nginx enable failed: bind() to [2001:db8:f61:a1ff:0:0:0:80]:80 (99: Cannot assign requested address)
nginx restart error: bind() to [2001:db8:f61:a1ff:0:0:0:80]:443 failed (99: Cannot assign requested address)
