open_basedir and safemod don't apply

Hi all.

I'fe got a problem:
Although I've set the safemode in the admins domain section, both domains don't behave like set in the config files.
When I edit the http.include file, the open_basedir and safemode variables are set correctly, but the PHP Info page in joomla tells my that safemode is off and open_basedir is not set!

I checked wether there are any vhost.conf files, but I didn't find any...

The first domain acts like it is configured, but the second one just ignores the settings entered in the httpd.include file.
Does anybody have an idea what's wrong with the configuration?
