Permissions Question

I am not understanding how permissions work and what each of the accounts/groups mean. My main problem is assigning permissions to allow wordpress blogs to work. I am on plesk 9 windows 2003 server with IIS 6. If anyone knows a great explanation of permissions for the beginner I would appreciate the info.
