PHP 5.2+Horde+Turkish=Crash!

If you have a recent PHP, and select "Turkish" as the language to use, Horde crashes. Apparently it's something to do with PHP's handling of the Turkish capital I !

To fix this problem, I was told to download PHP from CVS, and recompile. However, I am not sure which configure options to use. Does anyone know which ones need to be used?
