Scripts wont connect using plesk

hi everyone, i just got a fresh install with FC5 and plesk 8.1 on a new dedicated server. i planned on using this server to run proxies, but the proxies cannot seem to connect to the internet. i have the firewall open for all incoming and outgoing ports and sites. any suggestions? here is a link to the proxies www.caffeineregistrar.com/index.php and http://www.caffeineregistrar.com/cgi-bin/nph-proxy.pl
that both php and cgi scripts, and the both give the same error.
