pls. CHECK your license at => HOME > Tools & Settings > License Management ... and make sure, that your current license includes the usage.
Consider to buy license additions as for example "Power Pack" or "Hosting Pack" to expand your license, or pls. contact your license/server provider or the Plesk sales team ( => Contact Us - Plesk Support Will Help ) , if you think, that there might be a license issue.
