Template problem - Template without Banner

Basic Pleskian
We found one template that -

when the user choose that template, in the editor , the template banner cannot display.
We tested in IE8, Firefox and Chrome, and kindly have a look.

(As the screen does not show the template Id, we attach the screen capture with the template chosen (in the top-right corner of the very big image).
