Tomcat enabled, but not, on a 1And1 root server...

For some time, I've been using an old 1And1 root-server with Plesk 7.5 on it. I was able to use Tomcat just fine.

Now, I'm moving to one of their newer root-servers and it's using Plesk 8.2. I went to install Tomcat from the updater, but it said that I didn't have a license key for it, yet.

So... I went to the License Manager and retrieved a key. Good. Back to the Updater to install it. Good. Now... to the Service Management to turn it on. The little circle next to it is grey (neither red nor green) and the "stop", "play", and "restart" buttons are grey, too.

Is there something I'm not doing, or am I just not licensed to use Plesk's Tomcat? *AND*... if I'm not licensed, then why did Plesk let me install it at all?
