webmail attachment problem

When trying to download an attachment via webmail I get this message:

Fatal error: Allowed memory size of 33554432 bytes exhausted (tried to allocate 9112065 bytes) in /usr/share/psa-horde/lib/Horde/MIME/Part.php on line 1129

I have increased the memory limit in php.ini from 32M to 128M but it didn't help.
