Issue Xinetd Failed and No Ftp Access for All Server

I'm new in this forum. My name is Jordi. I'm catalan. Hello to everybody!

I have a problem with one of my VPS servers. Since yesterday, I have no access to FTP on all of my domains.
I have the message on Filezilla: "Falló intento de conexión con "ECONNREFUSED - Conexión rechazada por el servidor""

I probe to restart Xinetd via SSH. But I get this error message:
xinetd.service failed because a timeout was exceeded

systemctl status xinetd.service get this:

I try this solution on the forum, but with no results.
 
Having same issue . I attempted multiple fixes (including package re-installs for proftp+xinetd+deps) but nothing has worked yet. In addition, systemd seems to be related.

this is the cause i think..
another service already listen to port 21 or 20 on your ip..
duplicate ftp server instance?

try
netstat --tcp --udp --listening --program
on my server i get for ftp service listening
tcp6 0 0 [::]:ftp [::]:* LISTEN 7343/xinetd

or
netstat -npl
tcp6 0 0 :::21 :::* LISTEN 7343/xinetd

That's weird, there's no indication in the log that xinetd stopped working, but as it doesn't show up in netstat, it must have crashed silently.
Can you see any of xinetd or proftpd in `ps fauxwww`? What happens on `service xinetd restart`?

You can make an ftp connection for about 1 minute before xinetd times out.
The display of xinetd in Plesk is n/a.

Try this:

service xinetd start &
strace -p `cat /var/run/xinetd.pid`

This might produce a lot of output. Of interest is only the part at the end where it fails.

Okay, the strace is executed too fast before there even is a PID.
So, first run
service xinetd start &
then, after "Redirecting to /bin/systemctl start xinetd.service" but before "Job for xinetd.service failed [...]" shows up
strace -p `cat /var/run/xinetd.pid`
