1) Fail2Ban listens for recent log entries. So if you have fixed your mail server's log file then it should work
2) Try to check - which process does consume CPU:

There is no such utility, since information about exceeded limits are calculated in a periodic manner, minimal interval is 15 mins (default is 1h).
Thus, you should use either Plesk admin screen for that ( Home > Tools & Settings > Outgoing Mail Control ) or check Plesk email...

As for SPF check results processing - it is up to you, "Reject mail if SPF does not resolve...
I did not get where the problem is.
1) Is it on Plesk side (an empty, newly configured IIS website users' permissions)
2) Is it on your IIS website's side (existing IIS website users' permissions)
I've just tried this on a test server:
1) I've got the warning - "The limit on outgoing messages for an email address (Unlimited) cannot be greater than the limit for a domain ..."
2) However I was able to send more emails then it was specified in the server-wide default template limit. So...
