Had exactly the same problem. Is definitely a default Plesk firewall condition. On disabling the firewall the issues subsided. Need to find which port is blocked.

i found a solution , there was a record missing in log_rotation which was referenced by dom_params ; created the row , then deleted the domain. Hope doesnt break anything else. C.
