I have the same issue. It only allows for PHP 4 or 5 in the billing manager. Most of our sites are Wordpress driven and it breaks it when it drops from 5.3.15 to 5.2.17 on a random whim...
I don't know why the reply won't post, but NO - there is no global setting turning the notifications off. Your app didn't ask for permissions at startup for some reason.

Our server is Windows 2008 R2 SP1 and we are running Plesk 11.0.9 Update #6. I've confirmed that we have the Power Pack and the Plesk Parallels Mobile Center 1.1 Release 3195 is installed.
