Thanks... Guys I Have Fixed The Issue What I Did ? :) To allow double escaping, you need to GO to IIS Manager, click Request Filtering -> Query Strings tab and on the right click Edit Feature Settings Then Tick On "Allow Double Escaping" Done :)
